The US brokerage firm requested a letter justifying why I don't have a TIN, offering two options: (1) I am not legally required to obtain a TIN in my jurisdiction of tax residence, or (2) Other with an explanation. Should I choose the first option since I'm a resident in the Middle East, or should I choose the second option and elaborate on the situation (being a Canadian non-resident with no revenue from Canadian sources, hence no need for tax returns and no TIN)?

The owner of the clinic gave them her information (W9) for the payment and had them make the check payable to her, and now she will not pay me the check amount and is trying to give me a small percentage of it.
