Is there anything in New York State Municipal Law that precludes having a police officer from one municipality serve on a temporary basis in another municipality? Can this simply be a matter of the two municipalities agreeing to do this?

My sister received a 1-hour notice to get rid of her emotional support animal (ESA) dog in a HUD-approved apartment in Nevada. The notice cited barking as the issue and threatened eviction if the dog was not removed within an hour. No previous warnings were given, and she was not offered any options to rectify the situation. Is this legal, and how can she avoid eviction while keeping her ESA dog?
