I would like to know if my attorney has the right to file NOTICE OF RIGHT TO ARBITRATE FEE DISPUTE PURSUANT TO PART 137. I did not request it, I owed her the legal fees as per the retainer I signed, but we didn't settle the case, which is in turmoil. She doesn't want to represent me anymore, but she messed up the case too. What are my rights?

My niece has been transferred from the Women's Central Prison in Chowchilla to Walden Half-Way House in Los Angeles. She was told she cannot see or have any contact, work, or communicate with anyone outside for 77 days. This seems unreasonable. She has a job and her two-year sentence will be completed in January 2009. Is she being discriminated against at the half-way house, and is a 77-day waiting period normal? What provisions are available for emergencies like her mother's serious illness, and what is the purpose of a half-way house if not to rehabilitate individuals for a smooth transition back into mainstream life?
