If a plaintiff, who is suing pro se, files a lawsuit against their former employer for discrimination under Title VII and fails to prevail in court, does the plaintiff have to pay the defendant's legal fees? If so, who decides this, and will the defendant need to file a separate lawsuit to recover these fees?

My apartment flooded on 11/7/2018 from the upstairs residence leaving their water running. The water was rushing through the ceiling lights and vents, causing an inch of standing water. There are holes in the ceiling and walls, and the apartment smells bad. Maintenance has not been responsive. I have kept detailed records and made several contacts to the apartment staff. I have even stayed in a hotel and bought a carpet cleaner. I requested to move out early, but they said I would have to pay 2 months rent in advance. They finally came by on 12/11/10 and said 'I don't know what to tell you, someone will be by.' I bought a house this weekend, and now they are trying to say that I want to move because I bought a house and not because the apartment is neglected. What should I do?
