My spouse has sole custody of his son because his son's mom was unfit as a parent. She calls maybe once a year, sees him less than that, has been in and out of jail, and does drugs. If I wish to adopt my spouse's child, do we need the consent of the biological mother even if she doesn't pay child support or barely see him?

What is deemed medically necessary in a child support case if you are ordered to pay part of the medical expenses on a child? Specifically, should we have to pay for contacts and prescription sunglasses if the parent the child lives with is doing this to make a father who already pays almost $800.00 a month and had an unfair judge? Please provide a website or some way to get help.
