I had a tree cut down by a tree surgeon, and a branch fell on my neighbor's fence, bending the top metal rail. The tree surgeon took the rail to fix but hasn't done so after over two weeks. I've called him multiple times, and he promised to come but hasn't. My neighbor believes it's my responsibility to get it fixed and has threatened to hold me accountable if it's not resolved. I am in Florida. Is this correct, and what legal actions can I take?

I have a concept to solve the overcrowding and high cost of American prisons by partnering with Mexico to build and service prisons based on our specifications, housing American prisoners separately from Mexicans, with surprise visits to ensure standards. The cost per prisoner would be significantly lower than domestic costs. Would such a program be acceptable to the ACLU?
