My daughter is in the process of renting/subletting an apartment at WVU in Morgantown, WV. She has not signed the full lease, only an addendum for subletting. I live in TX and my husband's previous employer ended his employment in May 2018. He started a new job with a startup that didn't offer insurance benefits, so he opted for COBRA to maintain his current health plan. He made his first COBRA payment in July 2018, but was later informed that COBRA actually started in June, making him a month behind. The COBRA provider canceled his coverage without notice, returned one of his payments, and referred him back to his old employer's HR department when he appealed. This back-and-forth has left us without health insurance, which is critical as I had a severe accident in January and need surgery. Is there anything we can do to resolve this situation and get re-instated for COBRA coverage?

I filed a claim for workman's compensation and a claim against an electric company in South Carolina for electrocution.
