My father-in-law signed a home repair contract with a contractor on 11/15 and paid a $500 deposit. The contract states the start date as 11/20 and completion date as 11/21. The contractor has not started the work, nor contacted my father-in-law to provide a revised schedule, despite repeated promises to do so. The contractor claims they cannot start due to a family emergency. My father-in-law wants to cancel the contract and is willing to pay the 21% 'Breach' fee indicated in the agreement, but wants to ensure they cannot force him to pay the entire contract amount. What are his rights and options?
