I need to know if Franklin Carreno is an Attorney and if so, how to file charges against him. Franklin Carreno was representing Victor Brown, a Diplomat from Bahrain, who was delivering a diplomatic parcel at the Air National Guard Base in Knoxville, Tennessee. Victor Brown had a stroke and received medical care there. When asked to help pay his medical bills, Franklin Carreno asked to be paid $500,000.00, later negotiating to $250,000.00. On the day he was supposed to pay the medical bill, he called the base and disclosed the parcel he believed was of monetary value.

What should I do to obtain these documents and proceed with the arbitration?
