My son's mother and I have a joint parenting agreement where she is the custodial parent, but she sent our son to live with me in Georgia due to her financial struggles and our son's behavioral issues at school. Our son has been thriving in Georgia for two school years. Can I file to become the custodial parent in Georgia, or should I file in Chicago where the joint parenting agreement was made?
