We are in Texas. Would my father have a claim for unjust enrichment, and what kind of claim could he have for not paying bills?

The sender claims to be a FedEx representative named Michael Beal, provides code numbers, and asks for address and email verification. They also sent a photo of a letter supposedly from the FBI stating the winnings are legitimate. Should I report this, and if so, to whom?

Should we be concerned about this transaction?
