When filling out an application for preliminary letters testamentary, who should be listed in question 2, which asks for the person(s) who would have a right to letters testamentary? Should it be the names of banks and other institutions, or the named executor in the will? Additionally, who should be named in the 'Request issuance to' section before the notarized signature?

I posted a reward on my website for information about a case I’m investigating on my own. I informed any would-be informants that the reward would be in writing through an evidentiary NDA, also known as a service agreement. This agreement states that if an individual shares useful information against another party in court, they are entitled to part of the settlement or a reward amount. As of today, I haven’t been contacted by anyone interested in my offer, and I think it might be because they doubt I will pay them. Is there any way to get out of paying the reward after the evidentiary NDA is signed by the recipient in front of a notary? I’ve assumed that I have to pay or risk being sued.
