When we rented a house, our landlord made several promises to replace and fix things but never did. They raised the rent, so we had to move. We bought a house and gave proper notice. Our rent was $625/mo, and the fuel in the tank is 166 gal at fair market value of $3.50/gal = $581. I subtracted the oil from the rent and told them they owed us the balance.
