My 5-month-old baby had high socks on all day, and after removing them 4 hours ago, I noticed a red rash where the socks were. The socks didn't seem too tight, and the rash doesn't come and go but does blanch. The rash is slightly warm but not itchy or swollen. What could be causing this rash, and what should I do about it?

My son is 6 months old and has been breathing quite fast, with a rate of 58 breaths per minute while awake and 48 breaths per minute while asleep. He has a crackly chest sound, had bronchitis two weeks ago, and was on steroids but stopped antibiotics after two days. He has COVID and has been taking Panadol and Nurofen. What could be causing his rapid breathing, and should I take him to the emergency department or wait until morning to see a doctor?
