I am having to amend my tax returns. On my original Federal return, I had a refund of $3k that I elected to be used as estimated tax towards 2018. Is it possible to move that money back on the amended return to cover what I will owe?

I'm a freelance designer working on a project in Vienna, Austria. To avoid double taxation, I filled out Form 1088 and received a letter from the IRS confirming my U.S. residency for tax purposes. I submitted this to my employer, but they also require Form ZS-QU1, which I have filled out. I don't understand which tax authority is supposed to stamp this document.
