I am planning to bootstrap my company by starting it as an LLC in Delaware and later converting it to a C Corp before seeking external investment. I want to understand the tax implications and the process of issuing shares for an 83b election. Specifically, I want to know if the initial investment of $250k would pass through to my taxes when converting to a C Corp, and if the shares issued can have a low par value like $0.001 for QSBS purposes.

I am in the process of getting my green card and have a work permit. I recently opened my first bank account in the US and have an LLC here. I am being asked to submit a tax form by an affiliate company, but I'm unsure which one to use. The options are W-8BEN for non-US individuals, W-8BEN-E for non-US corporations, and W9 for US individuals/entities. I am currently living in the US and have a US address, but I am not a US resident yet. Which form should I fill out, and will filling out the W-8BEN with my US address affect my status or require me to declare income in Mexico?
