I am trying to fill out Form W-7, Application for IRS ITIN, as an Indian citizen living in India and a member of a USA LLC in Florida State. In Form W-7, item a applies to me, but I also need to put a Treaty Article Number. What number should I write in that place?

I am an American citizen living in Denmark for the last 40 years. I recently retired and due to technicalities, I cannot get a full pension in Denmark. I am looking for guidance on what social security benefits I might be eligible for and what tax papers I need to file in the US. I received a notice from the State of Michigan stating that I owe them $4754, even though TurboTax indicated I owed zero on my Michigan return. I filed when I was in Florida and left most of my paperwork there. I'm now in Michigan and need to understand what to do about this notice, especially since I don't remember ever seeing a Michigan Pension Schedule (Form 4884), which the letter mentions.
