I had to withdraw funds from my IRA to pay for basic expenses and incurred significant medical expenses, including high COBRA premiums. I received a CP2000 from the IRS for 2017, and we filed bankruptcy very late that year. They are trying to charge an underpayment penalty due to debt cancellation. I cashed out some 401(k)s that year, but I believe I paid the taxes and penalties on at least one of them. What should I do to address this issue?
