I didn’t receive my second stimulus check. What do I have to file to get it?

I was supposed to receive a tax ID number but did not, and this is the second year this has happened. My identity was stolen a few years ago. I tried online but my cell phone is in my daughter's name, so that didn't work. I received a letter from the IRS asking if I accessed the online services, which says I need a username and password, which I evidently don't have. How long have you been unemployed? What's your primary source of income at this time? Have you filed a claim yet?

I never received my April 2020 stimulus check. It was sent to a different person in Kentucky instead of my address in California. I have an email from Republic Bank stating they received my check and would mail it to me, but I never received it. My bank, FPCU, also doesn't show I received the second stimulus. How can I resolve this issue and receive my stimulus payments?
