I received a notice from the Rhode Island Division of Taxation stating I owe them $4,017.71 for the tax period of 01/01/2006 to 12/31/2006. I was in the Coast Guard at the time and my home of record was Delaware, exempting me from paying Rhode Island state tax. I haven't heard anything from them in 17 years. What should I do about this notice?
