I have questions about tax liens that my boyfriend incurred. I found the tax liens from a public records search and I think he is lying to me. Based on the tax liens I found, it appears that he has not filed any taxes since 2002. There are Federal Tax Liens and State Tax Liens from 2002-2006 for close to $43K. He originally told me that the tax liens were due to him taking a loan out on his 401K and not paying the loan back. It seems to me that the tax liens are just from not filing his taxes. He mentioned that he did his taxes for this year and is due a refund which seems odd since he owes so much. Can you just answer general questions about this?

I claimed financial disability as a reason for claiming a $73K refund after the 3-year deadline had passed. I met IRS requirements for proving financial disability, including a signed statement that no person, including my wife, was authorized to act in my behalf in financial matters. However, IRS Appeals denied my claim on the basis that my wife could have filed our joint return. Where could IRS Appeals get a basis for its position that one spouse can file a joint return without the other's consent? I need research into IRS code, publications, revenue procedures, and court cases or elsewhere. I expect to pay more than Just Answer's normal rate.
