I am having doubts about its actual value because I can't find any information about the artist beyond sites related to himself or his family. The auction site gave the painting a tag value of $28,000, which they do not guarantee. Should I accept the delivery or ask for a refund?

I have a Ridgway 10" pudding plate. It is semi-porcelain with the pattern 'Olga'. The back mark shows a dark blue number ***** and the number 2 below the Ridgway trade mark. The number indentation is 11 with 00 below it. The plate has no chips or cracks but has glaze marks. What is the date and value of this plate?
