My GE side-by-side refrigerator isn't cooling in the fridge compartment, although the freezer was initially not cooling either. I have replaced the evaporator fan motor, heating element, thermostat, and condenser motor fan, cleaned the coils and drain, and ensured all fans are running. The freezer was freezing ice until I changed the condenser fan, and the heating element is turning on. The fridge and freezer sides are still not cooling after 6 hours. What could be the issue, and what further steps should I take?

I have a 700BFI Sub-Zero two-drawer freezer, serial M1175375. I replaced the evaporator and the filter/dryer, vacuumed and charged it with 6 oz of R-134A refrigerant, but the cabinet is not getting cold, although the cover over the evaporator gets very cold. It seems like the fan is not running. Additionally, I noticed the capillary line is wound around a few times before entering the filter dryer, and I had to bend the bottom tube of the filter dryer. Is this significant, and will it affect the gas flow? How can I test the fan for faults, and is the voltage I measured sufficient?
