I have a GE Monogram dishwasher model # XXXXX. It makes a loud noise at the end of the cleaning cycle before the heat cycle, which lasts for 3 seconds, stops, and then starts again. The noise is not consistent, and it stops when I open the door. The dishwasher cleans fine, but I'm concerned about the noise. What could be causing this and how can I fix it?

I am fixing a Victory refrigerator with a compressor that turns on and off every 3-4 minutes, and the temperature won't cool down. The previous technician added a 3 in 1 starter kit, and the pressure is 40 psi low side and 200 psi high side. The compressor terminal has continuity, and there are no low or high pressure switches.
