On "How to Troubleshoot a Frigidaire Dryer Not Working", item number 2, where are the two fuses located and how to replace them? What is wrong when the dryer is not working although the light inside is on but the panel is NOT on?

We have a Bosch Nexxt 500 model WFMC3301UC. The motor or pump (when spinning or draining) started making a strange noise, followed by water being left in the machine or clothes being soaked at the end of a cycle. The unit fills with water but sometimes won't turn the drum, just flashes the display and counts down the wash time without washing. A repair tech diagnosed it as a control board issue, but I found error codes E:9 and E:20 during a diagnostic test. Does it sound like the tech is right, or is it more likely something else like the motor?
