The start menu and applications take a long time to open. I've checked for viruses and updated drivers, but the issue persists. I also encountered a blue screen of death with the message 'irql_not_less_or_equal.' Additionally, I noticed that my Intel power supply fan is not running. Could a broken power supply fan cause these issues, or what else should I check to fix this problem?
