His last bowel movement was 2 days ago. The vet isn't open until tomorrow morning. What can I do to keep him alive until the vet sees him?

My dog has been bleeding from his penis on and off for the last year. When he bleeds, he seems more anxious, drinks a lot of water, has to go to the bathroom frequently, and whines as if in pain. He has been treated for UTI before but the problem persisted. The bleeding seems to worsen when he needs to go potty. One vet suggested neutering, but it was uncertain if it would help. What could be causing this and what can be done without extensive testing due to financial constraints?

My dog has recurrent non-symmetrical ear infections that started after swimming in a 'skunky' lake 2 years ago. The infections occur every 3 months, causing black discharge, smell, redness, pain, and sometimes bleeding, primarily in the left ear now. The onset of these flare-ups coincides with persistent vomiting. I've been told it's due to allergies, but I'm not convinced. Each time, antibiotics temporarily resolve the issue.
