My bichon is scooting and only takes 3 or 4 steps before he sits down. His stools have been slightly loose. What could be causing this and what should I do?

My best friend's bichon frise is 7 years old and only pees and poops in our house. She has dogsitters at various homes, but it is only our house that is the problem. We have 3 cats and a dog that she seems to like, and she stays at other homes where there are pets, so that shouldn't be the problem. We have a 6-year-old daughter she loves.
