My 5-year-old toy poodle has had constant ear itching for 3 years despite using Ottomax, visiting the vet multiple times, and trying various natural remedies and medications. The ears are red with tiny black dry spots, but there are no ear mites or fleas. The dog is on heart guard and has never had a flea. The other toy poodle, which shares the same diet and environment, does not have this issue. What could be causing this and what further steps can be taken?
