My dog, Wrath, a 10-year-old St. Bernard, hasn't eaten today and is constantly vomiting clear or yellowish mucus. He has a history of vomiting white foam if he eats too quickly, but today's symptoms are different. What could be causing this and what should I do?

My dog ate part of a leather dog toy and I'm worried he could get an obstruction. He ate about 4 inches of the toy and weighs 115lbs. It happened about 2 hours ago and he hasn't thrown up. His name is Riot and he's 1 year old. He has no health issues and is an XL American Bully.
