My male Pomeranian, Teddy, has been experiencing intermittent large lumps near his scrotum area, which disappear suddenly. He has been neutered and these lumps appeared after a teeth cleaning at the vet. Could these lumps be due to a pulled muscle, perineal hernia, or another issue?

I just adopted an 8-month-old Belgian Malinois from a rescue organization. She is very loving but not as high-energy as typical for the breed.
