I am a property owner in Newark, New Jersey. One of my tenants has been delaying rent payments for the last eight months. On January 8, 2024, I gave him a Pay or Quit notice (30 days) for the previous month and a half. Today is the 6th, and he has not paid the $2330 he owes from the previous month and the current month's payment of $1,600. The 30-day notice will be due in two days, and I believe he will not pay. How should I proceed?

I sent two money transfers totaling $5,000 via PayPal to a friend in NC for a GMC Denali Truck in December 2022. The friend has since ghosted me and has not returned the money despite my attempts to communicate and request repayment.
