Can an attorney file a new suit against the same defendant, on the same exact claims, in a second county while the first suit is still ongoing? If this is not a proper action, is there a legal statute or rule that defines this action, and what action can be brought against the attorney?

I hired a friend to remodel our house to get it ready to sell. We had a verbal agreement that I would pay for the materials and he would charge $25/hr for labor. I bought the materials, but in the middle of the job, he texted me a bid price to do the work. I assumed the bid price included the materials I had already paid for out of pocket. The job took 3 months and he did not do all the work that he was supposed to. Now he sends me an invoice showing a bid price that I never agreed to and wants additional money for supplies and materials. I told him the total price between what I already paid him and the materials I paid for should have been sufficient and the new total is completely outrageous for the work done. He feels since I made a profit on the house I should pay him more money. Am I legally obligated to pay him based on a price we never agreed on?
