I think I've been scammed by an online pet breeder. I live in West Virginia, and the kitten was supposedly sent from North Carolina through a transport company named Net Freight Net Express Logistics. I paid half of the amount ($550) for the kitten and was told I would pay the other half after reserving my tracking number and information. What steps should I take to recover my money and prevent this from happening to others?

I need help with an online fraud scam. The company, CoinSeaEX, is not allowing me to withdraw my money and is asking for an additional 20% of my total account amount. I am in NY and have already filed an FBI scam report and gone to the police station to take a report. The company is based in AZ. Additionally, my sister was persuaded to invest by a guy in the USA who told her she could withdraw her money if she deposited another 20%. Can the police arrest this guy as well?
