Is a simple form deposing a defendant in front of a notary acceptable to the court under any state or federal statute when certified mail service fails to obtain a signature, despite the defendant being amiable to receiving the documents?

I have 2 evictions listed on my public record even though I settled these eviction notices before going to court. One eviction has been dismissed but the other is not dismissed according to a consumer agency. The consumer agency ran a background check on me and I was denied rent because of these 2 judgments/records. How do I get these 2 judgments expunged from public record? I cannot rent another apartment due to these judgments.

I want to know if I have a case against the beer company for not informing people about the potential health risks of drinking, such as cirrhosis of the liver, 36 years ago.
