I am a member of a membership organization, tax exempt under 501(c)(7) located in New York State. It is not complying with N.Y. NPC. "LAW § 608: NY Code - Section 608: Quorum at meeting of members". Who enforces this law, and in which court should a lawsuit be filed if the organization does not comply?

The minor's driver's license and vehicle registration were suspended due to an unsatisfied judgment from the accident. The family received a Dismissal Docket Notice on June 10, 2011, stating the case would be dismissed for lack of prosecution unless a Motion to Retain was filed. No further notices were received until a Notice of Unsatisfied Judgment from the insurance company was sent years later. The minor, now 19, is unable to drive and faces a $5800 restitution demand. Should the father be held responsible, and how can the suspension be lifted?
