The dealership sold the car 'AS IS' and falsely claimed it had no accidents or defects. Do I have any legal rights to get my money back or reduce the amount owed to the original agreed-upon amount?

In 2017, I subscribed to an online trading platform called Tor Option and discovered they might be scammers. I did not get a refund of my investment. In September 2020, I received an email from Everpact Consulting saying they recovered my funds. They asked me to pay a fee to transfer my recovered BTC to my wallet before converting it to fiat currency. How did Everpact know about my trading account with Tor Option and the balance in Euro and BTC, and should I pay the fee?
