Can a decision by a District Court, which granted a late filed Plea of Res Judicata without final determination on other aspects of the case, be appealed even if the case is not fully resolved?

I am attempting to fill out a PLD-C-010 in response to a limited civil case in California. I've negotiated with the plaintiff and have agreed upon a settlement/payment plan. My county courthouse claims the plaintiff has not dismissed the case and I am still expected to respond. I have a settlement in full letter proving I’ve settled and agreed on the amount/payment plan. I have a hardship letter. I need help in answering questions 3, 4, 5, and 6 of the PLD-C-010.

Is it legal for my apartment complex to charge me for my daughter's emotional support animal (ESA) when it only visits and doesn't stay overnight, and can they refuse to list her as an occupant due to a past debt unrelated to this apartment?

I'm having issues with my apartment complex trying to charge me for damages they claim I'm responsible for, specifically related to wood floor damage and mold issues caused by water intrusion from the upstairs unit, which they are blaming on my dogs. What should I do about this situation?

What should I do if my lawyer is not keeping me informed about important aspects of my divorce case, has filed it in the prothonotary office, and refuses to include new evidence or remove something?
