If someone is convicted of a felony and it is later discovered that the accuser tampered with evidence, is that sufficient reason to overturn the felony conviction and dismiss the case or to have a new trial?

I was issued a ticket for allegedly being parked in a prohibited area - Fire Lane at a Wal-Mart. The problem is I was never parked. I was waiting on my wife in a parking spot till she came out. I then went to pick her up and instead of blocking traffic, I moved over out of the way of traffic. I never put the vehicle in park. Can they write a ticket in Texas on private property, and if I fight it, would Wal-Mart have to appear?
