In a civil case in Federal Court, where is the actual tort committed in cases of online harassment, defamation, e-mailing of obscene images, and intentional infliction of emotional distress? Is it in the forum of the person who sent it, or the forum of the person who is targeted?

Does a building restriction ever expire? There is a subdivision with multiple commercial lots. The subdivision was originally restricted to 2 mid-size hotel lots. The 2 hotel lots were sold back in 2004/2005. There are two hotels of about 200 rooms built on them in 2005. There is a third vacant lot.
