Is it common for a judge to ask for all evidence in chambers before a civil trial and then refuse to rule in person due to laryngitis, instead opting to issue a written opinion at a later date? The judge in Michigan asked for all evidence in October and was supposed to make a ruling within two weeks, but this hasn't happened yet.

I live in Laguna Woods Village, a senior living community in California. I accepted some plants and items left by a moving neighbor and placed them in the front common area near my manor. Another neighbor complained to security, leading to a $150 fine for violating community rules.
