My car's license expired at the end of August, and it was impounded by the management of my apartment complex, who have an agreement with a towing company to remove abandoned cars. The car was not abandoned, and I was not notified before it was towed. The impound is now asking for almost $300 to release the car. Do I have any means to force the towing company or the management to erase the impounding fees on any grounds?

I live in an apartment building with fire alarms in each bedroom that go off frequently due to smoke from the kitchen and tests.
