I live in Texas and a collection agency in New York is threatening to sue me for a telephone bill. I only make less than $8,000 a year, but with 2 kids, I will be getting a tax refund. Can a judgment against me force the bank to give them my tax refund payment from the IRS or the child support I receive automatically deposited from the Office of the Attorney General?

What are the statute of limitations for suing for defamation of character when an employer disclosed inappropriate information about my rehab stay to another employee/friend in 1999? I was in rehab in 1999 and found that the head of human resources told her husband, who then told many people in the lumber industry. I would like to sue my soon-to-be ex-husband's employer. Is it too late, what will it cost, and how do I go about doing this?
