I received a fraud overpayment notice from Pennsylvania in 2021 regarding PUA funds that I should not have received. I have since repaid the full amount, but this overpayment is affecting my 2021 tax return. What steps should I take to resolve this issue with the IRS?

My wife and I own a business registered as a C Corp. We have a formal office as well as an office in the basement of our home. During the pandemic, we transitioned to a mostly work-from-home setup and have continued to do 99% of our business from there. We would like to do some improvements on the basement to make it more 'workable' (paint, new carpet, etc.). Can these be categorized as business expenses on our books even though it is in our home, or would we need to pay for this through a payroll expenditure (i.e., give ourselves a bonus and pay for the repairs that way)?
