When preparing an 8802 form to request a US residency certificate, who can be an appointee for the 'appointee's information' field (line 3b), and is it mandatory to fill out this field? Additionally, is it beneficial to attach my I94 form (travel history) with the 8802 form, even though it is not explicitly requested?

My partner and I are trying to decide if we should get married or become domestic partners in California. We understand that domestic partners are not treated as married on the federal level, allowing us to have our own $10,000 of state and local income, sales, and property taxes instead of $5,000 each as married filing separately. On the state level, we will be treated as married. We want to know if there are other major differences in tax between domestic partnership and marriage, and how these differences apply at both federal and state levels.

I'm getting social security and just started driving for a delivery service. I want to use my mileage as a deductible expense. Do I get to use my personal deduction of $12k too? I guess I have to use the 1099 form but I'm not sure which one.
