I am an American citizen living in Finland for 12 years. I file my US tax return every year and don't owe any taxes because I pay taxes here in Finland and my income is not high enough to be taxed also in the US. In August, I received a letter from the IRS stating that I need to prove I'm covered with health insurance. I responded with proof from Finland's health care system, Kela. Today, October 25th, I got a letter from the IRS charging me $1,042.00 for a "Shared responsibility payment." The letter shows that the amount is due by October 1, 2018, and that they are going to start charging me interest if I don't pay within 21 days. How do I dispute this?
