Someone is trying to get on my computer through my IP address. Bank of America informed me of heavy activity from my IP on the computer. What should I do?

My Acer Chromebook is showing a background graphic screen with no keyboard response after powering up. The mouse pointer can move, and the volume button displays the volume bar, but I can't navigate to any screens. The Chrome OS is missing or damaged, and the system is asking for a USB recovery stick. Additionally, my Toshiba Windows 8.1 x64 laptop has a non-functional CD/DVD drive, which I believe is due to incorrect drivers installed by Windows updates. How can I resolve these issues?

My phone was stolen at a bank on October 17th, and the person who took it has locked me out of my Yahoo email account, sending messages to the bank and my clients. I need to have the email account blocked and for Yahoo to contact me. All the information in my account is critical. When I try to access my email, I see part of the person's email address they used as a backup email. What can be done to regain access to my Yahoo account and secure it?

Why can I not log into AOL? The icon goes to the bottom of the screen and will not pop up so I can login. My computer is a Dell with Windows 10, and I am almost 80 years old. I do not know how long this issue has been happening, but I just logged on today after a long time. I have not tried any troubleshooting yet.
